I am commanded by My Lords Commissioners of the Admiralty to transmit to you, for the information of the Secretary of State for the Colonies, extracts from correspondence received from the Commander-in-Chief on the China Station and from the Commodore-in-Charge at H.M. Naval Yard at Hong Kong, relative to the pay and prospects of the Police employed at this Yard.

2. In view of the large amount of discontent found to exist amongst the members of the Police Staff, a Committee of Inquiry was appointed and extracts from their report and recommendations are also attached.

3. In connection with this question which it will be seen presents somewhat serious difficulties, I am to request you will be good enough to state whether you are able to obtain and retain an efficient Police Force at Hong Kong, drawn from local sources, upon the terms and conditions of Service now in Force, and whether these terms and conditions are rightly set out by the Commodore at Hong Kong in the extracts from the correspondence forwarded herewith.
